Frauke Bialokoz

Frauke is one of the co-founders of Portland and is a Managing Partner and Head of Infrastructure.

Frauke has extensive experience of working on ECA financings in a range of sector, including advising US EXIM on the EarthDaily constellation, the Amos 6 Spacecom satellite and the Emerald submarine cable project. She worked on a feasibility study for the Government of Oman’s first satellite and co-led the Portland team advising UK Export Finance on the West Nile Delta gas project (Egypt) and on Ghana’s Offshore Cape Three Points oil & gas project.

Frauke is also very experienced in advising on and structuring all stages of a PPP financing up to financial close, including negotiating detailed term sheets, loan agreements and concession contracts, and co-ordinating the work of lenders’ due diligence advisers. Frauke led the team advising the Welsh Government on the procurement of rolling out next generation broadband. She has been advising one of the main UK PPP lenders on operational covenant testing.

Frauke has over 30 years’ experience working as a financial advisor and lender in structured and project as well as corporate finance. She started her career in the M&A division of Berenberg Bank, Hamburg, working on privatisations in East Germany, before moving to London, firstly working in BHF Bank’s and then Charterhouse Bank’s respective structured finance teams. Before starting Portland Advisers, Frauke was a Director in HSBC’s Project & Export Finance department where she worked for 8 years. She has a DEUG de Sciences Economiques from Université de Paris X Nanterre and a Business Masters degree from ESCP/EAP. Frauke is fluent in English, German and French.
