Frauke Bialokoz

Frauke is one of the co-founders of Portland Advisers and has over 20 years’ experience working as a financial advisor and lender in structured and project as well as corporate finance.

Before co-founding Portland Advisers in December 2008, Frauke was a Director in the infrastructure team at HSBC Project & Export Finance. She started her career in the corporate finance arm of Berenberg Bank, a German private bank, focusing on privatisations in the former East Germany. Since coming to London, Frauke has worked in structured and project finance at BHF Bank and then at Charterhouse Bank before joining HSBC in 2000.

Frauke is very experienced in advising on and structuring all stages of a PPP financing up to financial close, including running funding competitions, negotiating detailed term sheets and loan agreements and supporting her private sector clients in the commercial negotiations of the concession contract. She is also used to working with and co-ordinating the work of lenders’ due diligence advisers. Her key clients include Miller / Galliford Try, Balfour Beatty and Interserve.

She is also experienced in public sector assignments, developing and undertaking the evaluation of PPP bid submissions, including Next Generation Broadband for Wales (advising the Welsh Government on the procurement of rolling out next generation broadband in Wales) and several PQQ stage mandates (Velindre NHS Hospital, Cardiff and Vale College, PSBA (Wales UK)).

Frauke has extensive experience of working on Export Credit Agency financings in a range of sectors, including advising the project company on the TAPI pipeline project. She led the Portland team advising UK Export Finance on a gas project in Egypt and on the Offshore Cape Three Points oil & gas project in Ghana. OCTP achieved signing in December 2016 and was selected as the “2016 African Oil & Gas Deal of the Year” by Project Finance International. Frauke also advised US Ex-Im Bank on phase 1 of the Emerald submarine cable project and the Spacecom satellite transaction, which obtained board approval in November 2013.

Frauke has a DEUG de Sciences Economiques from Universite de Paris X Nanterre and a Business Masters degree. She is fluent in English, German and French.
